He is a 1990 graduate of the State University of New York at Buffalo School of Medicine. He interned at Cook County Hospital, Chicago, IL, and completed residency at Wright State University, Dayton, OH.
Borrillo is board certified by the American Board of Preventive Medicine and has a master of science degree in immunology from Roswell Park Cancer Institute, Buffalo, NY, as well as a master of science degree in aerospace medicine, from Wright State University, Dayton, OH.
After his medical residency, he practiced as a flight surgeon with the United States Air Force from 1996 through 2001, and he was assigned to the Special Operations Command in Europe and Africa. Borrillo was honorably discharged as a major after nine years of military service and was a visiting scholar at Cambridge University, England, from 1998 -1999, while serving at Royal Air Force Mildenhall, England.
